Call for Expressions of Interest (CEI) No. EMSA/CEI/01/2018 for the identification of an external expert/s supporting the European Maritime Safety Agency to implement capacity building actions in the area of the Flag State for the Ministry of Economy and Infrastructure of the Republic of Moldova and the Harbour Master Giurgiulesti (National Maritime Authority) of Moldova.
By selecting externai experts, EMSA aims to cover its needs for externai expertise to support the administration of Moldova in the area of Flag State in order to overcome the shortcomings identified during the Fact Finding Mission carried from 28 to 30 November 2017.The externai experts through regular missions to the country and home based activities will assist the administration of Moldova in creating the necessary and consistent framework of legislation and procedures which, in combination with appropriate human/financial resources, will enable Moldova to become a State compliant with internaţional standards and at the possible extent with the EU relevant legislation.Support to Moldova will be provided by fulfilling one or more of the tasks in the non-exhaustive listed below as assigned by EMSA through Specific Contract:1) Support naţional Administration in drafting naţional legislation for transposing the mandatory instruments into naţional legislation including investigative and penal processes;2) Support naţional Administration in drafting policies and interpretations which will assist in the implementation and enforcement of the conventions and appropriate instruments of naţional law as well as interpretations giving effect to the provisions of the conventions;3) Support the national Administration in drafting instructions in the event that a ship is found unfit to proceed to sea;4) Support naţional Administration in drafting naţional procedures for monitoring fleet performance;5) Support naţional Administration in drafting naţional procedures for establishing an oversight programme of ROs;6) Support to align written agreements with Recognised Organisations (ROs) to International Maritime Organization RO Code;7) Support naţional Administration in drafting naţional legislation and procedures to endorse the certificates of competency issued by other countries to seafarers serving on board Moldovan ships;7)Support naţional Administration in drafting naţional legislation and procedures to endorse the certificates of competency issued by other countries to seafarers serving on board Moldovan ships;8)Support naţional Administration in drafting procedures on issuance the Safe Minimum Manning document to the Moldovan ships;9)Support naţional Administration in drafting a professional development scheme for Flag State Surveyors.The externai experts selected through this CEI will make available their expertise and knowledge to EMSA, but shall not be considered as representatives of the Agency. The experts listed in the database shall not act or speak on behalf of EMSA, and EMSA cannot be held responsible for their actions and expressions.
